The Scope of the Project
The prevention of environmental contamination caused by hazardous storage liquids in underground storage tank is an important topic addressed by the Government of Peoples Republic of China.
Wolftank Adisa provides with the DOPA® technology a solution to monitor 24/7 the tanks integrity and to protect the soil from contamination with potentially toxic liquids in underground and above ground fuel storage facilities.
Many countries have taken measures to control and prevent leakage of hazardous liquids into the ground by issuing laws requiring the installation of double-walled underground storage tanks with corresponding leak detection units. In China the normative GB/T300.40.1-7 have been published leading to a comparable state of the art like in European Union with then normative EN13160-1 to EN13160-7.
Shell is an important leading player in the retail market in China. Especially the retail service stations coverage in Chengdu, Sichuan province is recently showing a trend of raising density alongside the increase.
The growing market for service stations across Shell China along with the assets’ environmental risk have become a key driver to choose between constructing new service stations, and therefore installing new, or installing tank linings as a measure of tank lifetime extension within stations’ modernization campaigns.
Shell China is one of the biggest petroleum group in China, who identified the interest to promote a tank lining campaign for double wall transformation with the focus to implement word wide experience quality and safety standards. Wolftank Adisa standards experienced for more than 20000 tank linings worldwide aligned with the standards requested by Shell were introduced to the local partner of Wolftank Adisa Guandong Liyuan Oil Construction Company.
So our main challenge: Train the contractor Liyuan on tank lining and work in confined space, and support LIyuan in the implementation of tank lining campaign.
Wolftank Adisa, Liyuan compiled in close discussion with Shell China a documentation package describing
- the coating technology for training
- quality documents and quality control
- HSE booklet with further risk assessment documents for each step of the tank lining
During the training organized by Wolftank Adisa, Wolftank compiled the “EPOFLEX®590 & DOPA®6n Training” information, to answer the coating technology, installation quality and quality control, HSE measures for safe lining installation, in the force of the company’s training and documentation of the full understanding.
They think that Liyuan have the ability to act as Shell’s construction side. Pilot construction of double-tank liner reconstruction. Once team and equipment were ready for the job the JINFU LU gas station located Chengdu, Sichuan province, China was selected for the pilot project.
A delegation of 50 people of Shell Global and Shell China visited the site on September 26th to convince themselves about the implemented quality and safety measures.
During the execution phase, Liyuan got a further training on the job as well theoretically as practically and as actively supported and supervised by Wolftank Adisa engineers. During a lining project 4 underground storage were lined.
The 4 tanks were successfully and safely completed.
The duration of the project was 22 days, it means that the interruption of service could be cut by more than 50% compared to the average duration of a tank replacement project.
The team’s professionalism and quality were highlighted by the Shell China, who are convinced that implementing European standard in tank lining in China by Liyuan is possible.
Following the project there was a continuous analysis of the implemented HSE standards. During the installation there was made an safety observation about the safe drilling of holes for the double wall measurement and aspiration pipes. This observation was explained to the engineers as risk with the underscoring of proper safety measurements such as continuous LEL monitoring and ventilation during this step.
Overall It could also be shown that the team is ready for new projects.
